أفاد موقع L’Observateur في عدد الثلاثاء 21 أكتوبر، أن السنغال خسرت رئاسة مؤتمر COP10 التابع للاتفاقية الدولية لمكافحة المنشطات في الرياضة، المنعقد من 20 إلى 22 أكتوبر في مقر منظمة اليونسكو بالعاصمة الفرنسية باريس.
وقد خسرت وزيرة الرياضة السنغالية خدي جيين غاي، المرشحة الرسمية للسنغال، أمام منافسها الأذربيجاني فريد غيييبوف، بنتيجة 80 صوتًا مقابل 62.
ويُعزى هذا الإخفاق، بحسب الصحيفة، إلى التغيير المفاجئ في آخر لحظة لمرشح السنغال، حيث قررت دكار استبدال الوزير السابق مختار باه، الرئيس المنتهية ولايته، بخدي جيين غاي قبل شهر واحد فقط من موعد الانتخابات، ما أدى إلى كسر التحالفات التي بُنيت على مدى سنوات. وقد اعتُبر هذا القرار في أوساط منظمة اليونسكو خطوة غير موفقة، إذ تولي المؤسسة أهمية كبرى لمبدأ الاستمرارية في المسؤوليات الدولية.
ونقلت الصحيفة عن مصدر دبلوماسي في باريس قوله: «لو ترشح مختار باه، لكان أُعيد انتخابه بالإجماع». وأضاف المصدر أن انسحابه المفاجئ حطم توافقًا دوليًا كان سيضمن للسنغال الاحتفاظ بمنصبها دون منافسة.
وترى الأوساط المراقبة أن هذه الخسارة تمثل نكسة دبلوماسية جديدة للسنغال، التي فقدت بذلك موقعًا مهمًا في منظومة الحوكمة الرياضية العالمية، خصوصًا في ما يتعلق بملفات الأخلاق والشفافية ومحاربة المنشطات.
