ما قصة قطار الحداثة في السنغال وقضية ” دلو الأرز ” ..؟

بينما كان عامل يدعى أسان فاي (40 عاما) على متن القطار انفلت من يده دلو فيه أرز، وساعده الركاب على جمع ما انسكب من الدلو، لكن فاي -العامل في الميناء التجاري بالعاصمة السنغالية دكار- لم يكن يعرف أن حدثا عرضيا مثل هذا سيكون سببا في اعتقاله.
وتطرق تقرير نشرته صحيفة “ميديا بارت” (Mediapart) الفرنسية لقضية العامل أسان فاي، الذي اعتقلته الشرطة من منزله بعد أيام قليلة من حادثة “دلو الأرز”، واقتادته مقيّد اليدين إلى مركز الشرطة، حيث قضى عدة أيام في الحجز وحوكم بتهمة “الإضرار بالممتلكات العامة”.

وفي نهاية المطاف، فُصل فاي من عمله وتعرض للإذلال، هذا إلى جانب دفع 100 يورو أتعابا للمحامين، وهو مبلغ كبير مقارنة بدخله.

كيف وصلت الأمور لهذا الحد؟

يرى التقرير أن اعتقال” أسان فاي “ليس سوى الحلقة الأخيرة في سلسلة طويلة من المظالم والمآسي، فلو أن أسان فاي لم يحمل في ذلك اليوم “دلو الأرز” لما انتهى به المطاف في قسم الشرطة، ولو أن أجره لم يكن متدنيًا للغاية لما احتاج إلى “نقل الأرز” في دلو، ولو أن السنغال لم تخضع للتعديلات الهيكلية في التسعينيات لما كان أجر عامل الموانئ منخفضًا.

ويواصل التقرير “ولو أن الرئيس ماكي سال لم يجعل دكار رمزا لبرنامج “تحديث” البلاد، لما احتاج إلى حشد 260 من رجال الشرطة لمراقبة هذا الخط الجديد. ولو كان برنامج “التحديث” موجّها حقًا للأشخاص الأكثر فقرًا -كما تزعم السلطات في السنغال وشركاؤها الأجانب بما في ذلك فرنسا- لما تعرض أشخاص مثل فاي للاعتقال وذنبهم الوحيد أنهم فقراء ويريدون ركوب القطار”.
وتحظى مهنة عمال الموانئ منذ فترة طويلة بوضع متميز نسبيا في السنغال، وتمكنت النقابات العمالية والأحزاب السياسية عقب الاستقلال من انتزاع عدد من الحقوق الاجتماعية لهذا القطاع، ولكن تحت ضغط خطط التكيف الهيكلي عام 1994 تم تحرير القطاع؛ ونتيجة لذلك تراجع عدد عمال الموانئ المحترفين وحل محلهم العمال المؤقتون الذين يعملون بأجر يومي من غير أبسط الحقوق كالتغطية الاجتماعية.

 يوم في حياة العامل فاي

يبدأ أسان فاي عمله عند الساعة 4:45 صباحًا، ويستقل حافلة صغيرة للنقل العام متجها إلى ميناء دكار حتى يكون هناك قبل شروق الشمس، ويقوم بتفريغ محتويات السفن، وعند انتهاء عمله يستقل مجددا الحافلة نفسها ليعود إلى منزله.
بدأ “أسان فاي” العمل في الميناء عام 1998 بنظام “اليومية”، ويكسب 10.7 يوروات مقابل 12 ساعة من العمل، ولكن هذا الأجر لا يكفي لإعالة نفسه وأطفاله الذين يبلغ أصغرهم 4 سنوات، لذلك فكّر في إنشاء مشروع تجاري صغير لتربية 7 أغنام وعدد من طيور البط.

قال فاي -وهو يمسك بيده دلوا يحتوي على أرز مصفر اللون بسبب الطهي والتخمير وبقايا ملفوف وجزر- “أبيع هذه الحيوانات قبل عيد الأضحى، وهي توفر لي دخلا محترما”.

يحصل أسان فاي على بقايا الطعام مجانًا من المطعم الذي يقصده وقت الغداء، ويضع فاي عادة الدلو المملوء بالأرز أسفل أحد مقاعد الحافلة التي يستقلها يوميا، ولم يكن يزعج ذلك أحدا.

أكثر من مجرد قطار :

في السنغال، أطلقت شركة “إيفاج” العملاقة للإنشاءات على مشروع الطريق السريع اسم “طريق المستقبل السريع”. أما بالنسبة لشركة النقل السريع الإقليمي السنغالية، فقد وعدت بكل بساطة سكان دكار بدخول “عصر الحداثة”. وبالنسبة لفاي كان القطار الإقليمي السريع فرصة لتوفير سعر تذكرة الحافلة، حيث كان ركوب القطار مجانيا في 15 يوما الأولى.
ركب فاي القطار وسقط الدلو بسبب “التدافع”، و”لم يكن هو الذي أسقطه” حسب ما أكده ابنه. وتابع “لقد وضعه أرضا ولا بد أن شخصًا تعثّر فيه”. وصل رجال الشرطة إلى مكان “الحادث”، وكان 260 منهم منتشرين بشكل خاص على طريق القطار لضمان “حماية” الخط والركاب.

وفي اليوم التالي، تفاجأ عامل الميناء بتداول مقطع فيديو للحادث على الإنترنت، وتحدثت عنه الإذاعات والصحف وحتى الناس في الشارع، واتهم البعض فاي بالفظاظة وأهانوه، في حين دافع عنه آخرون.
