كان عالي لوح، الذي شغل منصب رئيس بلدية طيبه انجاي من عام ٢٠١٤ إلى عام ٢٠٢٢، شخصية بارزة في الإدارة المحلية، حيث كرّس لها ٣٠ عامًا من حياته. كان شخصية بارزة في بلدة طيبه انجاي، حيث انتُخب رئيسًا للمجلس الريفي عام ١٩٩٠، ثم أصبح أول رئيس بلدية لها عام ٢٠١٤ عندما أُنشئت طيبه كبلدية بعد إصلاح السلطات المحلية الناتج عن المرحلة الثالثة من اللامركزية. كما ترأس رابطة المجتمعات الريفية في السنغال قبل أن يصبح رئيسًا لاتحاد السلطات المحلية في السنغال.
كان انجاي ناشطًا بارزًا في الحزب الاشتراكي، الذي تركه لاحقًا لينضم إلى الحزب الديمقراطي السنغالي. كما شغل منصب عضو في البرلمان عن الحزب الديمقراطي السنغالي
