قدم الرئيس الإيفواري السابق لوران غباغبو، خلال مؤتمر صحفي في أبيدجان، وثيقة سياسية أطلق عليها اسم “الميثاق الاجتماعي”، عرض فيها رؤيته لما وصفه بـ”حوكمة جديدة” في كوت ديفوار، مع توجيه انتقادات حادة لإدارة البلاد الحالية.
واقترح زعيم “حزب الشعب الإفريقي – كوت ديفوار” “عقدا اجتماعيا جديدا” على الإيفواريين، منتقدا ما اعتبره تراجعا في المكاسب الديمقراطية.
وندد الرئيس السابق بما وصفه بـ”انفجار الفقر” في البلاد، وبهدم المنازل المرتبط بتوسع عمراني واصفا بأنه “عدواني”، واعترض على نمو اقتصادي قال إنه لا يعود بالنفع إلا على “عشيرة”، مذكرا بأنه أطلق حركة باسم “كفى يعني كفى” (Trop c’est trop) للتنديد بغلاء المعيشة وعمليات الإخلاء القسري والبطالة الواسعة.
ويقوم الميثاق على سبعة التزامات، أولها الدفاع عن القدرة الشرائية للأسر في مواجهة التضخم، ثم توفير فرص عمل حقيقية للشباب، وتعزيز استقلالية النساء وحماية الأسرة، إضافة إلى استعادة الثقة في القضاء، وضمان الحريات الأساسية، وتنمية متوازنة بين الجهات، ومصالحة وطنية دائمة.
كما ندد الرئيس السابق بوضع المعارضين المسجونين، معتبرا أن الصورة التي يعكسها القضاء “مقلقة”، ودعا القضاة إلى ممارسة مهامهم باستقلالية تامة ومن دون خضوع لأي تأثير سياسي، ملوحا بإمكانية تنظيم مسيرة احتجاجية للمطالبة بالإفراج عن المعتقلين.
وأعلن غباغبو حملة مشاورات واسعة في جميع مناطق البلاد وفي أوساط الجالية بالخارج، تُجمع خلالها مساهمات الشباب والنساء والمزارعين وأصحاب المشاريع قبل تدوينها في “كتاب أبيض” لإثراء المشروع، مؤكدا أن الوثيقة “تتجاوز إطار الطموح الشخصي أو الانتخابي”.
وعن إصلاح الجهاز المكلف بالانتخابات بعد حل “اللجنة الانتخابية المستقلة” في مايو/أيار الماضي، قال غباغبو إن حزبه سيكشف مقترحاته “في الوقت المناسب”.
وتغيب الحزب عن اللقاء الذي دعا إليه رئيس الوزراء روبير بوغريه مامبيه الأحزاب السياسية يوم 22 يونيو/حزيران الماضي، وبرر غباغبو ذلك بغياب معلومات عن موضوع الاجتماع، قائلا “تلقينا رسالة الدعوة، وفي اليوم نفسه طلبنا معرفة أسباب اللقاء أو جدول أعماله، وإلى اليوم لم نتلقّ أي رد”.
وجدد الرئيس السابق في المقابل استعداده للحوار مع السلطات، مصرحا “ليست لدي خطوط حمراء لا يمكن تجاوزها في حوار مع السلطة”، ومؤكدا أن حزبه يبقى منفتحا على أي مبادرة تشاور مع الحكومة، بحسب الوكالة نفسها.
ويأتي طرح الميثاق في سياق إعادة تنظيم داخلي يشهدها الحزب منذ مؤتمره الأول في مايو/أيار الماضي، إذ وقّع غباغبو قرارا بإعفاء أعضاء عدة أجهزة مركزية، بينها المجلس الإستراتيجي والسياسي والأمانة العامة والمجلس السياسي الدائم والناطق الرسمي ومدرسة الحزب ولجان تقنية، مع إنهاء مهام جميع ممثلي الحزب في الخارج، وإبقاء بعض المسؤولين مؤقتا لتصريف الأعمال.
وبرر القرار، بـ”ضرورة إتاحة إعادة تنظيم فعالة للأجهزة المركزية للحزب” و”ضمان الاستمرارية الإدارية للحزب وإرساء دينامية تنظيمية جديدة”. وكان غباغبو، غداة إعادة انتخابه على رأس الحزب في ختام مؤتمره الأول، قد أعلن تفويضا لصلاحياته داخل الحزب من دون خلافة فورية.
وردا على الانتقادات المتعلقة بسنه، قال الرئيس السابق: “في هذه المرحلة من حياتي، ليس واجبي أن أعد مستقبلي، بل أن أساعد كوت ديفوار على إعداد مستقبلها. الرجل يمضي، والأجيال تمضي، لكن القيم يجب أن تبقى
