أشاد وزير التخطيط العمراني والسلطات المحلية والتنمية الإقليمية، موسى بالا فوفانا، بنتائج برنامج كازامانس للتنمية الاقتصادية، الذي يُعدّ أداةً رئيسيةً لتفعيل السياسات العامة على المستوى الإقليمي. وأوضح أن المشروع قدّم الدعم لأكثر من 60 سلطة محلية، وأنجز ما يقارب نصف الطرق المخطط لها، والبالغ طولها 300 كيلومتر. وقد رُصد للبرنامج في البداية حوالي 40 مليون يورو، ثم رُفع تمويله إلى 85 مليون يورو، أي ما يقارب 50 مليار فرنك أفريقي، بفضل مرحلة إضافية تم التفاوض عليها مع البنك الدولي. وتهدف هذه الموارد، على وجه الخصوص، إلى تعزيز الحوكمة المحلية، والبنية التحتية الصحية والتعليمية، ودعم الجهات الفاعلة الاقتصادية، وتسهيل التنقل الريفي.
ويرى موسى بالا فوفانا أن التنمية في السنغال يجب ألا تقتصر على داكار وحدها، بل ينبغي لكل مركز إقليمي أن يكون قادرًا على وضع استراتيجيته الخاصة، وتنفيذ مشاريع هيكلية تُسهم في خلق الثروة. أكد الوزير قائلاً: “الأهم ليس النقاش حول الديون، بل النقاش حول خلق الثروة”، داعياً إلى الثقة في السلطات المحلية والشباب والنساء والمستثمرين. ويرى الوزير أن لامركزية السياسات العامة محرك حقيقي لإنعاش الاقتصاد الوطني
