تأتي هذه التوجيهات في إطار رؤية شاملة لتعزيز تنافسية قطاع التعدين وربطه بتنمية المناطق المحلية، مع ضمان أن تعود العوائد الاقتصادية بشكل مباشر على السكان وتحفز الاستثمار الصناعي المستدام.
