نجحت السنغال في تعبئة 225,5 مليار فرنك إفريقي من السوق الإقليمي للديون السيادية لدول الاتحاد الاقتصادي والنقدي لغرب إفريقيا (UEMOA)، وذلك خلال عملية إصدار جرت يوم الجمعة 27 يونيو 2025. وجاء هذا التمويل في وقت تراجع فيه الحكومة قانون المالية وسط ظروف اقتصادية محلية صعبة .
شهدت العملية إقبالًا كبيرًا من المستثمرين، حيث تجاوزت قيمة العروض 264,3 مليار فرنك إفريقي، بنسبة تغطية بلغت نحو 129%، في حين تم قبول 85,32% من هذه العروض. تم توزيع التمويل على شريحتين رئيسيتين: سندات خزينة لأجل 364 يومًا بقيمة 20,5 مليار فرنك، وسندات لأجل 3 سنوات بقيمة 205 مليارات فرنك، فيما لم يتم تفعيل شريحة السندات لأجل 5 سنوات.
عرفت معدلات العوائد ارتفاعًا طفيفًا مقارنة بالإصدارات السابقة، حيث بلغت 7.21% لسندات عام واحد، و7.53% لسندات الثلاث سنوات، ما يعكس استمرار السياسة النقدية المشددة وزيادة مطالب المستثمرين من حيث علاوة المخاطر.
وقد هيمنت كل من ساحل العاج والسنغال على الاكتتابات بنسبة قاربت 95%، في حين توزعت النسبة المتبقية بين دول أخرى في المنطقة مثل بنين وبوركينا فاسو ومالي وتوغو.
وبهذا الإصدار، يصل إجمالي ما جمعته السنغال من السوق الإقليمي منذ بداية عام 2025 إلى 1,262 مليار فرنك إفريقي، مقابل سداد ديون بقيمة 512 مليار فرنك خلال الفترة نفسها.
