دعا الرئيس السنغالي ماكي سال الذي يرأس حاليا الاتحاد الأفريقي لإنشاء وكالة تصنيف ائتماني أفريقية في ظل التقييمات “التعسفية للغاية أحيانا” للوكالات الدولية التي اعتبر أنها تبالغ في مخاطر الاستثمار في أفريقيا ما يزيد تكلفة الاقتراض.
وتحدث سال في خطاب بثته الأحد إذاعة “آر إف إم” الخاصة عن “الحاجة في مواجهة الظلم والتصنيفات التعسفية للغاية أحيانا، إلى وجود وكالة تصنيف أفريقية”.
وجاءت تصريحاته في “مؤتمر داكار الاقتصادي 2022” الذي نظمه اقتصاديون أفارقة تحت شعار “أفريقيا شريك رائد”، وفق فرانس برس.
وأضاف رئيس الاتحاد الأفريقي: “في عام 2020 حين كانت كل الاقتصادات تعاني آثار “كوفيد-19″، تراجع تصنيف 18 من أصل 32 دولة أفريقية تصنفها واحدة على الأقل من كبريات وكالات التصنيف. طال ذلك الخفض 56% من البلدان الأفريقية مقابل معدل عالمي بلغ 31% خلال تلك الفترة”.
وتابع “أظهرت الدراسات أن 20% على الأقل من معايير التصنيف للبلدان الأفريقية تستند إلى عوامل ذاتية ثقافية أو لغوية لا علاقة لها بمعايير قياس استقرار الاقتصاد”.
وتتمثل إحدى النتائج في أن “الانطباع بشأن مخاطر الاستثمار في أفريقيا دائما ما يكون أعلى من المخاطر الحقيقية. وبالتالي نجد أنفسنا ندفع أقساط تأمين أكثر من اللازم، ما يزيد من تكلفة القروض الممنوحة لبلداننا”.
وشدد الرئيس السنغالي على أنه “ما زلنا ندفع نسب فائدة مرتفعة للغاية بسبب نظام غير منصف لتقييم مخاطر الاستثمار في أفريقيا”.
