انكشفت واحدة من أكبر الفضائح الجمركية في السنغال هذا العام، حيث كشفت صحيفة Libération أن إدارة الجمارك السنغالية تقدّمت رسميًا بشكوى أمام النيابة المالية ضد ثلاث شركات بارزة تعمل ضمن مشروع الغاز العملاق “غراند تورتو أحميم” (GTA)، وهي: Mc Dermott، وOMA Sénégal SA، وOMA Logistics SA.
الشكوى، التي قدّمها رئيس مكتب الجمارك في ميناء دكار – جنوب، تتضمن اتهامات ثقيلة تتعلق بـ:
- التهرب الضريبي،
- عدم احترام الالتزامات التعاقدية،
- التصدير دون تصريح قانوني،
- عدم تقديم البضائع الموضوعة تحت الرقابة الجمركية.
وتولت فرقة التحريات الجنائية (DIC) مهمة فتح تحقيق موسّع في القضية، بأمر مباشر من النيابة المختصة.
احتيال منظم على خلفية مشروع دولي؟
جوهر القضية يتمحور حول عشرة سفن تم استئجارها من قبل شركة Mc Dermott، بدعم لوجستي من شركتي OMA، للعمل في المنطقة الاقتصادية الخالصة التابعة للسنغال ضمن إطار مشروع GTA النفطي. وبحسب المعطيات الأولية، فإن ستًا من هذه السفن حصلت على رخصة دخول مؤقتة استثنائية تسمح لها بالعمل داخل المياه السنغالية. إلا أنها، وبشكل غير قانوني، غادرت البلاد دون التصريح بعملية التصدير كما تقتضي القوانين الجمركية.
الأسوأ من ذلك، أن أربع سفن أخرى لم تدخل أصلًا المياه الإقليمية السنغالية رغم حصولها على التصاريح الجمركية اللازمة، مما يشكل انتهاكًا صارخًا لقانون الجمارك.
