صيدلي يرأس برلمان السنغال الملتهب..هل يملك الوصفة؟

انتخب آمادو مام ديوب، عضو ائتلاف “بينو بوك ياكار” الرئاسي الحاكم، رئيسًا للجمعية الوطنية (البرلمان) في السنغال، خلال جلسة برلمانية ساخنة ، تخللها عراك وصدامات بين نواب المعارضة والموالاة تطلبت استدعاء وحدات من الأمن إلى مبنى البرلمان.
الجلسة التي وصفت بأنها كانت “ساخنة”، أسفرت عن انتخاب مام ديوب البالغ من العمر 57 عامًا، ليرأس واحدًا من أكثر البرلمانات تعقيدا في تاريخ السنغال السياسي، إذ تتنافس فيه معارضة وموالاة لا يملك أي طرف منهما أغلبية مطلقة.
ديوب ينحدر من منطقة سينلوي، شمالي السنغال، درس الصيدلة في جامعة الشيخ أنتا ديوب بدكار، وعاد منها يحملُ شهادة دكتوراه، ولكنه قرر التوجه إلى مدينة “ريشارد تول” على الضفة الجنوبية لنهر السنغال، حيث مزارع السكر والأرز الممتدة في الأفق.
في الصيدلية:
فتح مام ديوب صيدليته الأولى في “ريشارد تول”، ما مكنه من الاحتكاك بسكان المدينة، والدخول في أعمالٍ مشتركة مع شركات السكر التي تستغل المصانع والحقول بالقرب من النهر، وسرعان ما وسع الرجلُ أنشطته لتشمل زراعة الأرز أيضًا، ونسج علاقات اجتماعية قوية داخل المدينة، وهو الذي وصفته الصحافة السنغالية بأنه “هادئ واجتماعي جدًا”.
حين أسس ماكي صال حزبه استعدادا لخوض الانتخابات الرئاسية عام 2012، كان مام ديوب من أول الملتحقين به، ورشحه عام 2012 عمدة لمدينة “ريشارد تول”، وكسب الرهان وجدد له مرتين، كما أعيد انتخابه مرتين نائبًا في البرلمان، قبل أن يجلس على مقعد الرئيس أمس.
ولكن “الصيدلي الكتوم” تنتظره جلسات ساخنة في برلمان مليء بالتناقضات، قد لا تسعفه المهدئات التقليدية في خفض درجة الحرارة، فهل ينجحُ في اللعب بالمقادير لتوليه وصفة جديدة تضمن الحد الأدنى من الهدوء في قاعة البرلمان.

مام ديوب انتخب رئيسا للبرلمان في أجواء استثنائية، ووسط اعتراض من المعارضة، فالجلسة تأخرت أربع ساعات، بعد حضور نواب يحملون حقائب في الحكومة، ما أثار جدلا قانونيا بين نواب المعارضة الرافضين لحضور الوزراء، ونواب الأغلبية المتمسكين بحضور الوزراء للجلسة.
ويتعلق الأمر بثلاثة وزراء في الحكومة، انتخبوا مؤخرًا نوابا في البرلمان، قالت المعارضة إن حضورهم للجلسة خرق لشفافية التصويت، وهو ما رفضه معسكر الموالاة، ففي ظل غياب “أغلبية مطلقة” لكل صوتٍ قيمته.
الجلسة البرلمانية كانت ترأسها عضو البرلمان عايده صو دياوارا، بصفتها أسن أعضاء البرلمان، فقررت استدعاء وحدات من الدرك لضمان الأمن داخل القاعة وفي محيط البرلمان، إثر مشادات كلامية بين النواب، وصلت في بعض الأحيان إلى عراك بالأيدي.
وسط هذه الأجواء المشحونة انتخب مام ديوب رئيسا للبرلمان السنغالي، بعد حصوله على 83 صوتًا، فيما قاطع نواب المعارضة التصويت، رغم أنها تقدمت بثلاثة مرشحين لرئاسة البرلمان.

تابع السنغاليون الجلسة البرلمانية الأولى باهتمام بالغٍ، وانقسموا حول مجرياتها، وتباينت مواقفهم حيال مشاهد العراك والخصومات بين النواب تحت قبة البرلمان.
كثيرون انتقدوا البرلمان، واعتبروا أن ما جرى يشوه صورة السنغال، ويضر بها كدولة ديمقراطية، لا تملك أي سوابق في العنف السياسي.
