كشفت وزارة المالية والميزانية السنغالية، في تقريرها الفصلي، أن تنفيذ ميزانية الدولة خلال الربع الأول من عام 2025 سجّل أداءً متوازنًا من حيث الإيرادات والنفقات، لكنه شهد تباطؤًا مقلقًا في وتيرة تنفيذ الاستثمارات العامة، رغم تحسن ملحوظ في تعبئة الموارد.
وبحسب التقرير الصادر، فقد تمكنت الدولة من تعبئة 1.027,82 مليار فرنك إفريقي من الإيرادات، أي بنسبة 21,44% من الأهداف المحددة في قانون المالية الأولي، البالغ 4.794,6 مليار فرنك للسنة. وبلغت حصيلة الضرائب والرسوم 960,26 مليار فرنك، فيما عرفت الإيرادات غير الجبائية ارتفاعًا بنسبة 24,4% مقارنة بالفترة نفسها من عام 2024.
في المقابل، بلغت النفقات الإجمالية 1.419,45 مليار فرنك إفريقي، بنسبة تنفيذ بلغت 22,14%، حيث استحوذت رواتب الموظفين (357,07 مليار فرنك) وخدمة الدين العام (225,24 مليار فرنك) على النصيب الأكبر، في حين شكّلت النفقات التشغيلية والتحويلات الجارية ما نسبته 79,6% من إجمالي الإنفاق.
لكن ما أثار الانتباه هو الضعف الكبير في تنفيذ الاستثمارات، خاصة تلك الممولة من الموارد الداخلية، والتي لم يتجاوز معدل تنفيذها 11,54%، مقابل 15,87% للاستثمارات الممولة من الخارج. أما المشاريع المنفذة مباشرة من طرف الدولة، فبلغت نسبة تنفيذها فقط 0,86%، وهو ما يعزوه التقرير إلى بطء إجراءات الصفقات العمومية.
وفي الجانب الاجتماعي، بلغت قيمة التحويلات الجارية 463,93 مليار فرنك إفريقي، منها 169 مليار فرنك لدعم قطاع الطاقة، ونحو 130 مليار فرنك موجهة للتعليم العالي (المنح والخدمات الجامعية ومعاهد التكوين المهني ISEP)، إلى جانب دعم البريد الوطني.
أما نفقات شراء السلع والخدمات فبلغت 84,65 مليار فرنك، بانخفاض طفيف مقارنة بعام 2024، لكنها لا تزال تُهيمن عليها الإدارات العامة بنسبة 48%.
وعلى صعيد صناديق الحماية الاجتماعية، سجّل الصندوق الوطني للتقاعد (FNR) فائضًا بلغ 11,70 مليار فرنك إفريقي، مدفوعًا بارتفاع عدد المساهمين إلى 75.329 موظفًا
