واصلت الدولة السنغالية تعزيز تمويلها عبر السوق المالية الإقليمية، حيث تمكنت، يوم الخميس 3 يوليو 2025، من تعبئة 192,497 مليار فرنك إفريقي بنجاح، من خلال إصدار مشترك لسندات وأذونات خزينة، وفق ما أوردته صحيفة Lejecos.
وقد تمّت العملية عبر الإدارة العامة للخزينة والمحاسبة العمومية، وجرى تنظيمها في السوق المالية التابعة للاتحاد الاقتصادي والنقدي لغرب إفريقيا (UEMOA)، بهدف تعبئة مدخرات المستثمرين – سواء المؤسساتيين أو الأفراد – لتغطية حاجيات ميزانية الدولة.
وكان المبلغ المعروض في البداية محددًا بـ175 مليار فرنك إفريقي، غير أن الإقبال الكبير من المستثمرين رفع حجم الطلب إلى 244,710 مليار فرنك إفريقي، أي بمعدل تغطية تجاوز 139,83%. واختارت الخزينة الاحتفاظ بـ192,497 مليارًا، معظمها على شكل أذونات خزينة (BAT) وأذونات دين طويلة الأجل لمدة ثلاث سنوات (OAT)، فيما تم استبعاد قرابة 52,213 مليارًا، ما يرفع معدل الامتصاص إلى 78,66%.
وسيستفيد المستثمرون من عائد وسطي مرجّح يبلغ 7,18% على أذونات الخزينة، و7,53% على السندات ذات أجل 3 سنوات. وستُخصم فوائد الأذونات وتُدفع مقدمًا، بينما يُتوقع سداد رأس المال في 2 يوليو 2026. أما بالنسبة للسندات، فسيتم تسديد رأس المال عند حلول الأجل في 4 يوليو 2028، مع فوائد سنوية بنسبة 6,30% تُدفع ابتداءً من نهاية السنة الأولى.
وبذلك، يرتفع إجمالي ما جمعته الخزينة السنغالية من السوق المالية للاتحاد منذ مطلع عام 2025 إلى 1.262 مليار فرنك إفريقي، تم خلالها سداد 512 مليارًا في شكل رأس مال، ودفع 96 مليارًا كفوائد.
