يقبع 299 سنغاليًا في السجون المغربية، من بينهم 38 معتقلًا أعربوا عن رغبتهم في نقلهم إلى السنغال لإكمال فترة عقوبتهم. ويشمل هؤلاء 10 سجناء محكوم عليهم بعقوبات تتراوح بين 3 و25 عامًا، حيث يُنتظر أن يتم النظر في طلباتهم ضمن إطار التعاون القضائي بين البلدين.
ويستند هذا الإجراء إلى اتفاقية التعاون القضائي الموقعة بين السنغال والمغرب في 17 ديسمبر 2004، والتي تهدف إلى تقديم المساعدة القانونية للمعتقلين السنغاليين، إضافة إلى إمكانية نقل المحكوم عليهم إلى وطنهم لاستكمال مدة سجنهم في ظروف أكثر ملاءمة.
وفي تطور جديد، أحرزت عملية تنفيذ الاتفاقية تقدمًا ملحوظًا، حيث وافقت لجنة الشؤون الخارجية في البرلمان السنغالي يوم 3 مارس 2025 على مشروع القانون رقم 03/2025 المتعلق بهذا الملف، على أن يُعرض على الجلسة العامة يوم الثلاثاء 11 مارس، ما قد يشكل خطوة حاسمة نحو تسهيل عملية نقل السجناء.
ويأتي هؤلاء السجناء ضمن الجالية السنغالية في المغرب، التي يُقدر عددها بنحو 200 ألف شخص، يتركزون في مدن رئيسية مثل الدار البيضاء، الرباط، فاس، ومراكش. ومن شأن هذا المشروع أن يمنح السجناء فرصة للعودة إلى وطنهم ليكونوا أقرب إلى عائلاتهم، مما يشكل دعمًا إنسانيًا واجتماعيًا هامًا لهم.
