مجموعة النقابات السبع G7 تُعلن “أكتوبر الأحمر” وتُجدّد مطالبها

في ظلّ الوعود الحكومية غير المنفّذة، تُعلن مجموعة النقابات السبع، الأكثر تمثيلًا في القطاع التعليمي، عن إطلاق حملة تعبئة وطنية بعنوان “أكتوبر الأحمر”، ابتداءً من 8 أكتوبر 2025، للمطالبة بالوفاء بالالتزامات المتفق عليها وتحسين أوضاع العاملين في التعليم.
يتزامن العام الدراسي 2025-2026 مع الاحتفال باليوم العالمي للمعلمين، تحت شعار اليونسكو «إعادة صياغة التدريس كمهنة تعاونية». وتُشيد النقابات بتفاني المعلمين وروح المسؤولية التي مكّنت من استقرار العام الدراسي الماضي وتحقيق نتائج مشرفة في امتحانات الشهادتي الابتدائية والاعدادية CFEE وBFEM.
كما تُعبّر النقابات عن تضامنها مع المعلمين والتلاميذ المتضررين من الفيضانات في مدن باكل، أروندو، غولمي، يافيرا، كاني وغيرها، مؤكدةً دعمها لهم كما في السابق.
ورغم التوصيات الإيجابية للمجلس الوزاري المشترك، تُطالب مجموعة النقابات السبع الحكومة السنغالية بتنفيذ التزاماتها العاجلة، خاصةً فيما يتعلق بـ:
مراجعة وضعية المعلمين غير الموظفين بشكل رسمي (décisionnaires) والتوقيع على مشاريع المراسيم المعدّلة؛ ووقف الاقتطاعات غير المبررة من علاوات المدرسين؛ وتفعيل لجنة متابعة الاتفاقيات وفتح مفاوضات جديدة؛ واستكمال تكوين FDU لمعلمي FASTEF وENSEPT وCFRPE وغيرها.
كما تُدين النقابات التباطؤ في تنفيذ الملفات الاجتماعية الكبرى، مثل السكن الوظيفي، وإصلاح التقاعد، ورقمنة الإجراءات الإدارية، ودفع العلاوات المتأخرة.
وتدعو مجموعة السبع الحكومة إلى إعطاء التعليم مكانته كأولوية وطنية من خلال احترام الاتفاقيات الموقّعة وضمان الاستقرار الاجتماعي داخل المدارس.
وفي إطار خطة العمل التحذيرية، تُعلن مجموعة السبع ما يلي:
يوم 8 أكتوبر 2025: انطلاق حملة «أكتوبر الأحمر» وارتداء الشارات الحمراء؛
يوم 10 أكتوبر 2025: عقد مؤتمر صحفي لتوضيح الخطوات المقبلة.
