التحذير من شهادات الدكتوراه الصادرة عن مؤسسات خاصة غير معترف بها في السنغال
أطلقت الهيئة الوطنية لضمان جودة التعليم العالي والبحث والابتكار (ANAQ-Sup) تحذيرًا شديد اللهجة بشأن شهادات الدكتوراه (PhD، دكتوراه جامعة، دكتوراه هندسة…) التي تصدرها بعض مؤسسات التعليم العالي الخاصة في السنغال، مشيرة إلى أنها لا تتوافق مع الإطار القانوني المنظّم لمنح واعتماد الشهادات الجامعية في البلاد.
وفي بيان صدر يوم الخميس، ذكّرت الهيئة بأن هذه الشهادات لا تحترم المراسيم التنظيمية المعمول بها، وبالأخص المرسومين رقم 2012-1116 و2021-1790، اللذين يحددان شروط منح ومعادلة الشهادات في منظومة التعليم العالي. ونتيجة لذلك، فإن الدولة السنغالية لا تعترف بها.
وأكدت ANAQ-Sup أن حاملي هذه الشهادات لا يحق لهم استخدام لقب “دكتور”، سواء على المستوى الوطني أو الدولي، وذلك تطبيقًا للاتفاقيات الدولية والإفريقية المتعلقة بالتعليم العالي.
ودعت الهيئة المؤسسات المعنية إلى التوقف الفوري عن إصدار هذه الشهادات المخالفة، والامتثال الصارم للنصوص القانونية السارية. كما حثّت المواطنين والطلاب وكل المعنيين على التحقق من اعتماد البرامج الدراسية ومؤهلات المؤسسات التعليمية عبر موقعها الرسمي: www.anaqsup.sn.
يجدر التنويه إلى أن هذا التحذير لا يشمل شهادات الدكتوراه الوطنية في مجالات الطب، الصيدلة، وجراحة الأسنان، إذ تظل هذه الشهادات معترفًا بها من قبل الدولة
