إتفاقية الشراكة بين الهيئة العليا للأوقاف ومؤسسة الرحمة للتمويل الأصفر الإسلامي
(داكار، 28 أغسطس 2025)
تم توقيع مذكرة تفاهم مع كل من الهيئة العليا للأوقاف بالسنغال ومؤسسة الرحمة للتمويل الأصغر الإسلامي بهدف تعزيز وتطوير مشاريع وقفية استثمارية مستدامة تصرف ريعها في دعم الخدمات الاجتماعية والمشاريع الإنسانية.
تهدف هذه الشراكة إلى تطوير منتجات مالية إسلامية مبتكرة ومناسبة لاحتياجات الفئات الضعيفة، ولا سيما الشباب والنساء وصغار المنتجين في المناطق الريفية. كما تعقد المؤسستان عزمهما على تقديم حلول ناجعة لدعم المشاريع ذات الأثر الاجتماعي القوي في مجالات التعليم والصحة والعمل الاجتماعي.
سوف تقوم الهيئة العليا للأوقاف بتقديم خبراتها في مجال الالتزام الشرعي والهيكلة القانونية للمنتجات والخدمات المالية المصممة خصيصا لصالح المنتجين في المجتمعات الريفية. بينما تسعى مؤسسة الرحمة للتمويل الأصغر الإسلامي إلى استخدام امكاناتها وقدراتها في حشد الموارد الوقفية وتعظيم عوائدها. إن هذه الشراكة الاستراتيجية سوف تسهم بشكل كبير في تحسين الظروف المعيشية لتلك الفئات المستهدفة وتسهيل اندماجهم الاقتصادي والاجتماعي.
وفي إطار ذلك سوف يتم تأسيس لجنة توجيهية مشتركة تتولى مهمة تنسيق ومتابعة سير الأمور بانتظام ومراعات مدى احترام كل الجهتين بالالتزامات والمسؤوليات المنوطة بها حسب البنود المنصوصة عليها في هذه الاتفاقية التي تم توقيعها لفترة أولية مدتها ثلاث سنوات قابلة للتجديد.
فيما يتعلق بالهيئة العليا للأوقاف
الهيئة العليا للأوقاف هيئة إدارة مستقلة ملحقة بالوزارة المالية والميزانية تتحدد صلاحياتها واختصاصاتها في إحياء سنة الوقف وحث الناس عليها وإنشاء وتنمية وتطوير الأوقاف العامة لدعم المشاريع المجتمع والإشراف والرقابة على الأوقاف الأهلية والخاصة.
فيما يتعلق بمؤسسة الرحمة
مؤسسة الرحمة للتمويل الأصغر الإسلامي، مؤسسة إسلامية بالكامل أنشت في السنغال في عام 2019. وهي تابعة لشركة الأم البنك الوطني للتنمية الاقتصادية (BNDE). تقوم المؤسسة بتقديم منتجات وخدمات مالية إسلامية متوافقة مع الشريعة الإسلامية بهدف تمكين ذوي الدخل المحدود في الأرياف ومساعدتهم على توسيع مشروعاتهم الصغيرة، وذلك لتحسين مستوى معيشتهم، وخلق فرص عمل جديدة، لدعم التنمية الاقتصادية والاجتماعية بصورة عامة.
