محور الرباط / برلين : علاقات قوية تجمع قطب أوروبا الغربية و أفريقيا الصاعدة ..تعاون إستراتيجي و شراكة مستدامة .

زيارة السيدة أنالينا بيربوك وزيرة الخارجية الألمانية إلى المغرب و لقاءها الرفيع المستوى مع وزير الشؤون الخارجية والتعاون الإفريقي والمغاربة المقيمين بالخارج السيد ناصر بوريطة تمثل الكثير من الأهمية من حيث التوقيت والقضايا والموضوعات المتعددة التى فرضت نفسها على اللقاءات المتعددة و تعيد تأسيس محور الرباط / برلين على أسس جديدة و متينة لمحور كان لعقود يشكل صمام أمن جيوسياسي للعلاقات الالمانية/الإفريقية من جهة و للعلاقات المغربية/ الأوروبية من جهة أخرى .
الزيارة تأتي في توقيت دقيق، وفى ظل تحديات جيوسياسية كبيرة ممثلة في الأزمة الاوكرانية و الوضع الأمني المتردي في الساحل الإفريقي و ليبيا وتداعيات إقتصادية فرضتها إنعكاسات الأزمة الروسية الأوكرانية على الإقتصاد العالمي ، خاصة في مجالات الطاقة والغذاء، و تنعكس على الأمن الغذائي والطاقي ، و تؤثر على نمط الحياة اليومية لمختلف شعوب العالم ، مع إستعدادات أوروبا للشتاء فى ظل اضطرابات أسواق الطاقة من نفط وغاز، فى وقت لم يتعاف العالم من تأثيرات جائحة كو/ رونا.
مجموعة من القواسم المشتركة تجمع البلدين ،كلاهما قوة إقليمية لها حساباتها الجيوسياسة الخاصة بها وةلديها وضعها الإستثنائي المتفرد و إمكانياتها الكبيرة في التأثير على السياسات الإقليمية و الدولية .
حيث يعد الموقع الاستراتيجي و الإستقرار السياسي و حالة الإنفتاح المجتمعي الذي جسده المشروع المجتمعي الحداثي الديمقراطي و الإصلاحات السياسية الكبرى و الدور الريادي الذى يلعبه المغرب كقوة إقليمية صاعدة في منطقة شمال و غرب إفريقيا و جنوب المتوسط ، من الأسباب التى جعلت العلاقات المغربية / الألمانية تشهد تطورات كبيرة خلال العقود الأخيرة خاصة في عهد جلالة الملك محمد السادس نصره الله .
ويأتي الاهتمام المغربي بتعزيز التعاون مع ألمانيا، من كون الأخيرة دولة أوروبية مهمة بحضور قوي في الإقتصاد العالمي بهبرة تكنولوجية و رقمية جد متطورة وتمتلك تأثيراً كبيراً في القرارات العالمية وتلعب دوراً ريادياً في المنظومة الاوروبية الشريك الإقتصادي الأول للمغرب .
وفي المقابل فإن الاهتمام الألماني بالمغرب والتوجه للعمل في منطقة شمال و غرب إفريقيا يعتمد أيضاً على مكانة دولة المغرب وما تحتله من موقع استراتيجي يجذب المستثمرين وكونها تمثل مركزاً مالياً مهماً وتعتبر منفذاً تجارياً إلى العالم العربي والشرق الأوسط وبوابة آمنة لإفريقيا و كحلقة وصل بين الشمال و الجنوب ، المغرب كما أسلفنا سابقا لديه ميزة الاستقرار السياسي وبسمعة عالمية طيبة ويقدم تسهيلات متميزة ومناخ إستثماري جيد، إستطاع من خلاله جذب الشركات الأجنبية التي تعمل انطلاقاً منه في السوق الإفريقية .
وتساهم مقومات التبادل التجاري والاستثماري الذي تتصف به العلاقة بين ألمانيا والمغرب في تحويل الأخير إلى بوابة لألمانيا في إفريقيا ومن ألمانيا بوابة لإفريقيا في أوروبا.
ورغم فتور العلاقات المغربية الألمانية بعد أزمة ديبلوماسية حادة بين البلدين إبتداء من مارس 2021 بسبب “سوء تفاهمات عميقة”، فإن الجهود الدبلوماسية والسياسية التى بذلها البلدين نجحت في” إطلاق حوار جديد يهدف إلى تجاوز سوء الفهم الطارئ ” إبتداء من فبراير 2022 و العمل على تقديم نموذج ديبلوماسي جد متميز وفهم مشترك للقضايا الإقليمية يحترم السيادة المغربية على الأقاليم الجنوبية و يتجاوز النقاط الخلافية بوضع خطة عمل مشتركة تفضي لإعادة الدفئ للعلاقات بين البلدين و هذا ما حققته زيارة وزيرة الخارجية الألمانية للرباط غشت 2022 و عودة التنسيق في مجموعة من الملفات الأمنية والاقتصادية و تلك المرتبطة بالتنمية ، مع العمل المشترك لتطويرها للوصول بها إلى مستوى الشراكة الاستراتيجية جسدها الإعلان المغربي الالماني المشترك الذي تم إعتماده عقب المباحثات الثنائية بين البلدين .
▪️محور الرباط / برلين تعاون إستراتيجي و شراكة مستدامة :
الإعلان المغربي الالماني المشترك ب 6 محاور إستراتيجية تشمل الحوار الإستراتيجي و التعاون الأمني و سياسة المناخ و التعاون من أجل التنمية و التعاون الإقتصادي و الثقافة و التعليم و البحث العلمي تتضمن 59 توصية وقرار عبر بنود متوافق عليها .
يمكننا إعتباره خارطة طريق واضحة المعالم لبناء علاقات ثنائية راسخة مبنية على مبادئ قوية ومتينة من الوضوح و الثقة والقائمة على أسس متجذرة من المصالح المشتركة والاحترام المتبادل ، وتقدم نموذجاً واقعيا للعلاقات المتطورة بإستمرار وفق آليات جديدة ،و يمكن إعتباره إطارا مرجعيا شاملا لهذه العلاقات. حيث أكد الوزيران حسب نص الإعلان عن ” إرادتهم المشتركة لمواصلة تعميق العلاقات الثنائية القائمة بين البلدين لسنوات عديدة ، بهدف إطلاق شراكة موسعة متعددة الأبعاد ، ورغبتهم في تعزيز الحوار والعلاقات السياسية والاقتصادية والثقافية و المجتمع المدني ، و دعم الديمقراطية وسيادة القانون والحكامة الرشيدة ،والدفع بالعلاقات التجارية و الاستثمار والعمل في سياسة المناخ و الهيدروجين الأخضر والتنوع البيولوجي.والعمل معًا على إيجاد حلول في مجال الطاقات المتجددة ، حيث أن في الشراكة بين البلدين يلعب المجتمع المدني والمنظمات غير الحكومية دورا مهما و أساسيا “
▪️الحوار السياسي :
تقوم العقيدة الديبلوماسية الألمانية على جملة من المرتكزات الأساسية، فحسب وزارة الخارجية الألمانية، “العمل السياسي الخارجي الألماني يرتكز على سلسلة من الثوابت والمبادئ الأساسية: أوروبا والشراكة عبر الأطلسية والالتزام الدولي من أجل السلام والأمن ودعم الديمقراطية ودولة القانون وحقوق الإنسان وكذلك بذل الجهد من أجل عولمة عادلة ومستدامة ونظام دولي يتسم بالعدالة .
هذه المرتكزات في مجملها لا تتعارض مع رؤية و تاريخ و ممارسة الديبلوماسية المغربية العريقة للقضايا الخارجية و لعلاقاتها الثنائية مع العالم و هذا ماعبر عنه السيد ناصر بوريطة أثناء المؤتمر الصحفي الذي تلا المباحثات الثنائية بأنه ( تطابق في وجهات النظر ) .
و على هذا الأساس إنطلق الحوار السياسي بين المملكة المغربية و جمهورية ألمانيا للتباحث في العديد من الملفات الإقليمية حيث تم التوافق على رؤية ثنائية تقوم على دعم المسارات السياسية الشرعية و دعم السيادة الوطنية في ليبيا و مالي ،وفق تصور يدعم الحل السياسي لكل الأزمات من خلال التشاور و التنسيق و الحوار و التفاوض على أعلى مستوى حيث تم توجيه الدعوة من الرئيس الألماني فرانك فالتر شتاينماير إلى جلالة الملك محمد السادس لزيارة ألمانيا في إطارة زيارة دولة لعقد إتفاقات ثنائية في جميع المجالات و تعميق الحوار الإستراتيجي و فتح آفاق جديدة للتعاون و جددت ألمانيا من خلال الإعلان المشترك على التأكيد على مغربية الصحراء من خلال دعمها لخطة الحكم الذاتي تحت السيادة المغربية التي إعتبرتها جهدا جادا وموثوقا وأساسا جيدا لحل متفق عليه بين الطرفين.
كما أكدت على رغبتها في تعميق التعاون المغربي الألماني من خلال الفضاء المتوسطي و الأورو متوسطي.
الحوار السياسي تناول أيضا ملف إعادة العلاقات مع دولة إسرائيل و الدور المغربي في القضية الفلسطينية و التأكيد على الحل السياسي القائم على تأسيس دولة فلسطينية ديمقراطية ذات سيادة مع الحفاظ على الوضع الخاص لمدينة القدس و التراث الديني بها ، بالأضافة مواجهة التطرف والإرهاب، وظاهرة الهجرة غير الشرعية.
الحوار السياسي يدعو لوضع أسس حوار إستراتيجي على مستوى وزراء الخارجية و باقي الوزارات القطاعية يعقد كل سنتين يتناول مختلف تطورات العلاقات بين البلدين و سبل توحيد الجهود الديبلوماسية في الملفات المشتركة و القضايا الإقليمية .
▪️التنسيق الأمني و مكافحة الإرهاب و ملف الهجرة:
في تقرير سابق أصدره “المركز الأوربي لدراسات مكافحة الإرهاب و الإستخبارات ” يعد الاتحاد الأوروبي (معه ألمانيا) شريكا محوريا للمغرب على جميع الأصعدة، حيث يسعى الإتحاد الأوروبي على تطوير التعاون مع المغرب فى المجال الأمني عبر توفير الدعم اللوجستيكي و معدات للتعامل بفاعلية مع الهجرة غير الشرعية ومكافحة الإرهاب و تعميق الحوار و التعاون في مجال الأمن السيبراني و الجريمة الإلكترونية المتزايد الأهمية ، وكذلك دعمهما لفضاء إلكتروني حر ومفتوح وسلمي وآمن مع احترام مبادئ القانون الدولي.
بتوقيع إتفاق التعاون الأمني في 1 مارس 2016 بين السلطات الألمانية والمغربية لمكافحة مختلف أشكال الجريمة العابرة للحدود وخاصة الإرهاب و الهجرة الغير شرعية وتهريب البضائع والجريمة المنظمة و الإرهاب الدولي ، تم وضع آلية مرجعية للتعاون الأمني المغربي الالماني ،حيث جنب ألمانيا هجمات إرهابية دموية تحديدا في سنتي 2016 و2018 بسبب معلومات دقيقة وفرتها المصالح الأمنية المغربية عن مجموعات متطرفة تنشط داخل العمق الألماني .
التعاون المغربي الألماني يظهر جليا في التنسيق الثنائي على مستوى الجهود الدولية المتعدة الأطراف لمكافحة الإرهاب خاصة
دعم البلدين للمنظومة الدولية لمكافحة الإرهاب ، بما في ذلك قرارات مجلس الأمن ذات الصلة والإستراتيجية العالمية للأمم المتحدة لمكافحة الارهاب ،من خلال مشاركة المغرب الفاعلة في رئاسة المنتدى العالمي لمكافحة الإرهاب ورئاسته المشتركة لفرقة العمل الأفريقية التابعة للتحالف العالمي لهزيمة داعش و في الرئاسة المشتركة في الفريق العامل المعني ببناء القدرات في غرب أفريقيا و المشاؤكة الفاعلة للبلدين في المنتدى الوزاري للتحالف العالمي لهزيمة داعش في 11 مايو 2022 في مراكش .
و بالتالي ألمانيا تعتبر المغرب شريكا محوريا في شمال إفريقيا و غرب إفريقيا بعد تصاعد التهديدات و المخاطر الأمنية في منطقة الساحل الإفريقي و الصحراء الكبرى بشكل خاص في مالي بعد الإنسحاب الفرنسي نحو النيجر و في ليبيا بعد الأحداث الخطيرة التي عرفتها العاصمة طرابلس والمواجهات المسلحة بين كل الأطراف الليبية الفاعلة على الارض .
من جانب آخر يعتبر التعاون المغربي-الألماني في مجال الهجرة مثالا يحتذى به على المستوى الإقليمي والدولي، سواء تعلق الأمر بمكافحة الهجرة غير النظامية أو إدماج المغاربة المقيمين بألمانيا،
أو التنسيق والتشاور وتبادل الخبرات والتجارب على مستوى سياسات الهجرة.
يعكس هذا التعاون التزام كل من ألمانيا والمغرب بالتدبير المشترك لمختلف جوانب هذه القضايا ذات الطابع الاستراتيجي بالنسبة للبلدين وفق تصور مشترك واضح و مسؤول ينطلق من المقاربة المغربية للهجرة التي تتطلع لبلوة حلول شمولية بمقاربات حقوقية و إجتماعية و إقتصادية متعددة الأبعاد تشمل التنسيق الأمني
المشترك في مجال مكافحة الهجرة غير النظامية والإتجار في البشر.
▪️ التعاون في مجال العمل المناخي :
في إطار الإنخراط الجدي للمغرب في الجهود الدولية المتعددة الأطراف في مجال العمل المناخي أطلقت الدولة المغربية
إستراتيجية وطنية لتغير المناخ متعددة الأبعاد وتتناسب مع أهمية هذا الموضوع و ذلك بأعداد المخطط الوطني للمناخ 2020-2030 (PCN) ليصبح خارطة طريق وطنية لمواجهة التغير المناخي وتحقيق التوزان بين النمو المستدام والموارد الطبيعية وتحسين حياة المواطنين ومواجهة آثار التغيرات المناخية، خاصة وأن الرؤية المغربية شاملة ولا تقتصر فقط على الجوانب الفنية بل ترتقي إلى مستوى تحديات التعامل مع هذا الملف وتتطرق إلى جهود التنمية والاستثمار في مصادر الطاقة المتجددة، وتطويع البحث العلمي في هذا المجال، بالإضافة إلى تفعيل برامج الشراكة الدولية في إطار المساعي الدؤوبة لتوحيد جهود العالم للحد من مسببات التغيرات المناخية.
و على هذا الأساس يعتبر التعاون المغربي الألماني في مجال العمل المناخي نموذجا إقليمي و دولي يحتذى به خاصة و أنه توجد مبادرات مشتركة مهمة كشراكة الطاقة الألمانية المغربية القائمة منذ عام 2012 و “تحالف الهيدروجين الأخضر” الذي تأسس في عام 2020.
كما أن التنسيق الثنائي جد متقدم في مجالات التنمية المستدامة والزراعة المستدامة والغابات والتنوع البيولوجي وحماية المناخ والطاقات المتجددة والمياه والأمن الغذائي.
▪️التعاون من أجل التنمية و التعاون الإقتصادي و الثقافة و التعليم و البحث العلمي :
في عالم يعيش حالة من اللايقين الإقتصادي جراء تداعيات جائحة كور/ ونا أصبح التعاون من أجل التنمية مدخلا أساسيا لتحقيق التعافي ويتفق العديد من الباحثين و الدارسين للواقع الدولي على تزايد دور وأهمية التعاون الدولي الذي أصبح أساسيا في علاقات الدول ، حيث لا يمكن لأي دولة أن تتحرك لوحدها في ظل شبكة من العلاقات المعقدة، والتقارب الكوني الذي فرضته تكنولوجيا الإتصال. مع ما تفرضه العولمة من تحديات جديدة و أزمات مشتركة عابرة للحدود مثل: المخدرات والهجرة والإرهاب والتلوث البيئي والأمراض المعدية والأوبئة والتصحر وتلوث المياه، ومخلفات الحروب، و أزمة الغذاء .. ( ناهيك عن الأزمات الإقتصادية العالمية و ما تخلفه من تداعيات. )
وتعتبر الأزمة الصحية التي عصفت بالعالم في بداية 2020 من خلال الإنتشار الصادم والمفاجئ لوباء كو/فيد ،وما ترتب عنه من شلل كلي للإقتصاد العالمي من أكبر التحديات الراهنة و معضلة حقيقية تواجه التعاون والتضامن الدولي.
و من هذ المنطلق فإن التعاون المغربي الألماني من أجل التنمية أصبح ضرورة إستراتيجية بالنسبة للبلدين خاصة في ظل التطورات الاخيرة التي يعرفها الإستقرار و السلم العالمي .
على صعيد التعاون الإقتصادي تعتبر العلاقات الإقتصادية الألمانية نموذجا إقليميا لعلاقات الإقتصادية القائمة على الإستدامة حيث أن ألمانيا على وعي بأهمية أفريقيا كسوق إستهلاكي كبير لمنتجاتها بمختلف أنواعها، وأن المغرب هي أحد أهم القوى الاقتصادية الإفريقية الفاعلة بموقعه الإستراتيجي و التحفيزات الكبيرة التي يوفرها للمستثمرين و بالإصلاحات الكبرى التي يقوم بها بالإضافة إلى الجهود الكبرى في مجال التنمية و البنية التحتية المشجعة على الإستثمار و توطين رؤوس الأموال .
و من خلال تفحصنا لإحصائيات العلاقات التجارية بين البلدين قبل الجائحة بسنة تشير أن ألمانيا إحتلت المركز السابع في الميزان التجاري المغربي سنة 2019، وفي العام نفسه استوردت من المغرب بضائع بقيمة 1.4 مليار يورو، وصدّرت ما قيمته 2.2 مليار يورو أما الاستثمارات الألمانية في المغرب، حيث تم إنشاء ما يقرب من 300 شركة برأسمال ألماني، كما مثل السياح الألمان نسبة 6 في المئة من مجموع السياح الذين توافدوا الى المغرب سنة 2019.
في الختام تعتبر العلاقات المغربية الألمانية أو محور الرباط/ برلين صمام أمان إقليمي للسلم و الإستقرار في شمال و غرب إفريقيا و بين ضفتي البحر المتوسط نتيجة للوضع الأمني المتردي في ليبيا و الساحل الإفريقي و في ظل غياب إطار إقليمي فاعل يقدم رؤية إقليمية موحدة تعالج الأزمات و المخاطر التي تعصف بشعوب المنطقة كالإرهاب و الهجرة و التغير المناخي و تسابق جيوسياسي محموم بسبب التعنت الجزائري و التمسك الغبي بحلم الدولة البومدينية المهيمنة على المجال المغاربي و الضعف الكبير الذي يعيشه النظام التونسي الذي إنحدر ليتحول إلى دولية عميلة لمناورلت و مؤامرات حكام قصر المرادية و ليبيا التي تمزقها الأزمات الداخلية و الحروب الأهلية أو من خلال التأثيرات الغير المباشرة للأزمات في الشرق الأوسط على التوازنات في المنطقة .
وتؤكد زيارة وزيرة الخارجية الألمانية إلى المغرب وتوقيتها بشكل واضح إلى أهمية الدور المغربي وتقديره عالميًا، الأمر الذي أكدته في تصريحاتها بعد لقائها بوزير الخارجية المغربي السيد ناصر بوريطة مشيرة إلى أن المغرب “كشريك رئيسي للاتحاد الأوروبي وكشريك لألمانيا في شمال إفريقيا وإفريقيا ككل وكحلقة وصل بين الشمال والجنوب ”.
