رئيس الوزراء السنغالي: “التمويل الإسلامي” يشكل رافعة لتمويل مشاريع الطاقة المتجددة
قال رئيس الوزراء “أمادو با” يوم أمس الاثنين إن مؤسسات التمويل الإسلامي يوفر فرص تمويل لمشاريع الطاقة المتجددة ، وكفاءة الطاقة ، واستكشاف الطاقة وإنتاجها ، والبنية التحتية للطاقة. كما أنه يجعل من الممكن تعبئة الموارد وفقًا للشريعة الإسلامية لدعم التنمية المستدامة لقطاع الطاقة في المنطقة الفرعية”.
جاء تصريح الوزير خلال ترأسه الافتتاح الرسمي للمنتدى الدولي الثامن للتمويل الإسلامي في غرب إفريقيا ، والذي ينعقد في داكار.
و يشارك في هذا الاجتماع وفود من المملكة العربية السعودية وقطر.
وأكد رئيس الوزراء على أنه “يمكن استخدام التمويل الإسلامي لتطوير مشاريع الطاقة المتجددة مثل الطاقة الشمسية وطاقة الرياح والطاقة المائية والكتلة الحيوية” ، مضيفًا أنه يمكن للتمويل الاسلامي أن يدعم مبادرات كفاءة الطاقة من خلال تقديم حلول تمويلية لتركيب أنظمة توفير الطاقة. “وبالتالي ، فإنه من شأنه أن يساهم ، حسب قوله ، في تقليل استهلاك الطاقة وانبعاثات غازات الاحتباس الحراري ، مع تحسين الاستدامة الاقتصادية والبيئية”.
واضاف: يمكن لدول غرب إفريقيا الغنية بالموارد الطبيعية ، مثل النفط والغاز ، الاستفادة من التمويل الإسلامي للتنقيب عن” الطاقة “وإنتاجها ، مضيفًا أن عقود التمويل الإسلامي ، مثل “المضاربة” و “المشاركة” ، يمكن استخدامها لتقاسم المخاطر والأرباح بين المستثمرين وشركات الطاقة”.
وفيما يتعلق بالاكتفاء الذاتي الغذائي ، وهو أحد المشاريع ذات الأولوية لدولة السنغال ، يرى رئيس الوزراء أن “التمويل الإسلامي يشكل فرصة لتعزيز التنمية الاقتصادية والاجتماعية المستدامة ، والحد من الفقر ، وتعزيز صمود المجتمعات وضمان السيادة الغذائية “.
‘مؤكدا إنه يمكن استخدام التمويل الإسلامي لتطوير المشاريع الزراعية المستدامة مثل الري وتحسين البنية التحتية الزراعية وتربية الحيوانات وإنتاج المحاصيل الغذائية، وبهذه الطريقة سيساهم في تعزيز الإنتاج المحلي ، وتقليل الاعتماد على الواردات وتعزيز السيادة الغذائية ”.
يذكر ان المنتدى هو جزء من جدول المؤتمرات الرسمية لحكومة السنغال، ينظمه المعهد الأفريقي للتمويل الإسلامي ، بالاتفاق مع مجموعة البنك الإسلامي للتنمية حول موضوع: “فرص التمويل الإسلامي لقطاع الطاقة والسيادة الغذائية في شرق إفريقيا وغربها”.
وفقًا لمحمدو لمين مبكي ، الرئيس التنفيذي لشركة African Intuitive of Islamic Finance (AIIF) ، يجب ألا تفوت السنغال قطار التمويل الإسلامي خاصة فيما يتعلق بالاستثمارات. وأضاف: “يجب على السنغال قبل كل شيء أن تضع نفسها لتكون قادرة على الاستحواذ على هذه الاستثمارات ، باعتبار أن التمويل الإسلامي هو تمويل مسؤول اجتماعيًا ويقوم على الاقتصاد الحقيقي”.
