الطلب العمومي: الهيئة الوطنية لتنظيم الصفقات (ARCOP) تطلق رسميًا منصّتها الرقمية
نظّمت الهيئة الوطنية لتنظيم الطلب العمومي (ARCOP)، يوم الثلاثاء 14 أكتوبر 2025، لقاءً رسميًا بمناسبة الإطلاق الرسمي لمنصّة «APPEL» (Achats Publics en Procédures Électroniques)، وهي أداة رقمية محورية ضمن مسار إصلاح نظام الصفقات العمومية في السنغال.
تهدف هذه المنصّة الجديدة إلى تحديث وتأمين وتبسيط الإجراءات المتعلقة بالصفقات العمومية، وتندرج ضمن الديناميكية الشاملة للتحوّل الرقمي التي أطلقتها السلطات الجديدة، خصوصًا في إطار ما يُعرف بـ«العقد التكنولوجي الجديد للدولة».
وسيتم تجريب المنصّة في مرحلة أولى قبل تعميمها ابتداءً من شهر يناير المقبل، بهدف مزدوج يتمثل في كسب الوقت وتعزيز الشفافية في مساطر منح الصفقات. فبفضل تقليص المعاملات الورقية والاتصالات المباشرة، ستُسهم المنصّة في الحد من مخاطر الفساد وضمان تتبّع كامل لجميع العمليات.
وأوضح مصطفى جيتيه، المدير العام للهيئة، أنّ «من خلال منصة APPEL ستتجه الإدارة نحو الكفاءة، أي القدرة على تحقيق نتائج ملموسة بأقل الوسائل الممكنة». وأضاف أنّ هذا التحوّل الرقمي سيسمح للإدارة بتخطيط وتنفيذ المشاريع العمومية بشكل أفضل مع تحسين استغلال الموارد المتاحة.
ويمتدّ الأثر المنتظر ليشمل الشركات المتقدمة بالعروض والهيئات المانحة على حد سواء، إذ ستُصبح الاتصالات أكثر أمانًا ومرونة داخل بيئة رقمية خالية من القيود المادية.
كما حرص المدير العام على طمأنة الفاعلين بشأن الموثوقية التقنية للمنصّة، مؤكّدًا أنها صُمّمت وفق أحدث المعايير وبخبرة سنغالية خالصة. وقال في هذا السياق: «لدينا الكفاءات المحلية اللازمة لتطوير أداة قوية تواكب متطلبات الشفافية والأداء العمومي».
