ولاحظ رئيس الجمعية العامة للأمم المتحدة، عبدالله شاهد، خلال الحوار رفيع المستوى بشأن “إفريقيا التي نصبو إليها” أنه على الرغم من كونها “غنية بالموارد البشرية والطبيعية والإمكانات الاقتصادية والاجتماعية الهائلة غير المستغلة، لا تزال القارة الإفريقية تواجه تحديات” في تحقيق أهداف التنمية المستدامة.
ومرت إفريقيا بتحول جذري منذ نهاية الحقبة الاستعمارية، حيث تسعى العديد من بلدان القارة بعد الاستقلال لتحقيق التنمية الاجتماعية والاقتصادية والسلام والأمن.
ونوه المسؤول الأممي رفيع المستوى إلى أن “إفريقيا اليوم قارة تبنت وانتهجت أجندة تحولية نحو التنمية المستدامة، وهي تشق طريقها نحو الازدهار والوحدة والسلام والتكامل”.
وبعدما أشار إلى التزامات الأمم المتحدة، من خلال الشراكة الجديدة لتنمية إفريقيا (نيباد)، وأجندة 2063 ، وأهداف التنمية المستدامة، قال شاهد “نحن نسير في الاتجاه الصحيح، لكننا ما زلنا بحاجة إلى فعل المزيد”.
ويستفاد من تقرير صدر في فبراير الماضي أن إفريقيا ككل تسير على الطريق الصحيح بنسبة 51 في المائة فقط، بالمقارنة مع أهداف سنة 2021 لأجندة 2063 .
وأظهرت إفريقيا بعض أوجه الهشاشة في الوقت الذي تواجه فيه تحديات عالمية، مثل تغير المناخ، وفيروس كورونا المستجد (كوفيد-19)، وارتفاع أسعار الوقود، وعدم المساواة. وأكد شاهد أنه “مع ذلك، لا يزال التقدم ممكنا”، مشددا على أهمية الاستثمار في السكان.
واعتبر رئيس الجمعية العامة التنمية المستدامة لإفريقيا بأنها “أولوية” للأمم المتحدة والمجتمع الدولي، مشيرا إلى أنه غالبا ما تم تسجيل قصور في العمل الجماعي.
وحث شاهد الجميع على تجديد الالتزام بالتنمية المستدامة في القارة، وتقييم الأماكن التي تفتقر إلى العمل، وتعزيز التقدم، والإيفاء بالالتزامات الحالية، مع استحداث التزامات جديدة “تعكس عالمنا المتغير باستمرار”.
وخلص رئيس الجمعية العامة إلى القول “بالعزم والالتزام المستمر والمثابرة والدعم من المجتمع الدولي ومنظومة الأمم المتحدة، يمكن أن تصبح إفريقيا التي نصبو إليها حقيقة واقعة”.
وفي كلمتها نيابة عن الأمين العام للأمم المتحدة، أكدت نائبته، أمينة محمد، أن الأمم المتحدة تشارك الاتحاد الإفريقي رؤية القارة التي تشكلها سرديتها الخاصة، والتي تسترشد بمواطنيها، وتمثل قوة دينامية على المسرح العالمي.
لكن الجائحة، وتغير المناخ، والحرب في أوكرانيا، عرّضت مكاسب التنمية المنجزة سابقا للخطر. وأبرزت أمينة محمد الإجراءات اللازمة لمواجهة هذه التحديات، مؤكدة أن أهداف إفريقيا لا تزال في متناول اليد. ويجب، مع ذلك، تغيير العقليات وتحويل هذه الأزمة الثلاثية إلى فرصة، من أجل تحقيق تلك الأهداف.
