أزمة الديون الخفية في السنغال: صندوق النقد الدولي يراجع تدقيق “مازار” ويعلن بعثة حاسمة إلى داكار
أكدت مديرة الاتصال في صندوق النقد الدولي، جولي كوزاك، أن المؤسسة ما تزال تتابع عن كثب الأزمة المالية في السنغال، وما كشفته التدقيقات الأخيرة من “ديون خفية”. وأعلنت عن بعثة فنية ستزور داكار نهاية أغسطس المقبل لمناقشة تفاصيل الأزمة والإجراءات الإصلاحية المطلوبة.

وقد أدّى هذا التناقض في البيانات إلى تعليق القرض المبرم في يونيو 2023 مع صندوق النقد بقيمة 1,8 مليار دولار. وصنّفت وكالة التصنيف S&P السنغال في يوليو 2025 بتقدير ديون خفية تقارب 13 مليار دولار ونسبة دين للناتج المحلي تبلغ 118%، ما دفع بتصنيفها إلى “B-” مع نظرة مستقبلية سلبية، وتسبب في انخفاض قيمة السندات السيادية السنغالية بنسبة 25% منذ سبتمبر 2024.
وقالت كوزاك إن غيتا غوبيناث، نائبة المدير العام للصندوق، التقت الرئيس بشير جوماي فاي في 9 يوليو في واشنطن، حيث جرى التأكيد على استعادة الثقة والالتزام بالإصلاح الشامل. مشيرة إلى أن البعثة المرتقبة إلى داكار تهدف إلى إعداد ملف رسمي لتقديمه إلى مجلس الإدارة حول البيانات الخاطئة، وبدء مفاوضات حول برنامج جديد لدعم Senegal.
وأضافت أن الصندوق استلم جردًا أوليًا للديون من Mazars ويقوم حاليًا بمراجعته. وبحسب كوزاك فإن التقييم الأولي كان متوافقًا إجمالًا مع التوقعات، والمصادقة النهائية جارية.
