انتخبات السنغال : الحزب الديمقراطي السنغالي يقترح انشاء محكمةدستورية مستقلة
اقترحت المجموعة البرلمانية للحزب الديمقراطي ، الثلاثاء، إنشاء محكمة دستورية تتولى الإشراف على “القضايا الانتخابية بنزاهة وكفاءة”.
وقال مامادو لامين تيام، رئيس المجموعة، خلال مؤتمر صحفي في مقر الحزب الديمقراطي السنغالي: “يكون من الضروري تنظيم الانتخابات الرئاسية مع قاض محايد فوق كل الشبهات ، لضمان انتظام وشفافية الانتخابات. لذلك نقترح إنشاء محكمة دستورية معززة ومستقلة، تكون مسؤولة عن الإشراف على المسائل الانتخابية بنزاهة وكفاءة”
ويأتي هذا اللقاء مع وسائل الإعلام بعد التصويت على مشروع قانون تقدمت به مجموعة الديمقراطية والحرية والتغيير، يقضي بتأجيل الانتخابات الرئاسية التي كان من المقرر إجراؤها في 25 فبراير فتم تأجيلها إلى 15 ديسمبر 2024.
وتم اعتماد مشروع القرار بأصوات الأغلبية الرئاسية بنو بوك ياكار خلال جلسة عاصفة تميزت بطرد نواب المعارضة من قبل عناصر الدرك، والذين كانوا يمنعون من استمرار العمل.
وأطلقت كتلة الديمقراطية والحرية والتغيير البرلمانية، خلال مؤتمرها الصحفي، نداء إلى كافة الفاعلين السياسيين والمجتمع المدني للاستجابة للحوار الوطني الذي أعلن عنه الرئيس ماكي سال.
وأعلن مامادو لامين تيام أن “الحزب الديمقراطي السنغالي يدعو جميع الفاعلين السياسيين والمجتمع المدني إلى الحوار من أجل التوصل إلى توافق في الآراء بشأن إصلاح القانون والعملية الانتخابية”.
ورحب الحزب السياسي للرئيس السابق للجمهورية عبد الله واد، بـ “نجاح” معركته من أجل استعادة حقوق المرشحين، بما في ذلك مرشحه كريم ميسا واد “الذي تم استبعاده ظلما من العملية الانتخابية”.
وقال رئيس كتلة الديمقراطية والحرية والتغيير البرلمانية: “لقد نجح الحزب الديمقراطي السنغالي في قيادة المعركة من أجل استعادة حقوق المرشحين الذين حرموا ظلما من مشاركتهم في الانتخابات، وخاصة مرشحنا كريم ميسا واد الذي تم استبعاده ظلما من العملية الانتخابية بذريعة الجنسية المزدوجة على الرغم من أنه تنازل رسميا على جنسيته الفرنسية”.
واعتبر أن “العديد من المخالفات التي شابت عملية اختيار المرشحين من قبل المجلس الدستوري تكشف عن عيوب عميقة في النظام الانتخابي.
وأشار إلى “غياب مئات الآلاف من السنغاليين الذين يحملون بطاقات انتخابية في السجل الانتخابي، ومراقبة الكفالة التي تمت دون صرامة، والتطبيق غير المتسق لمعايير أهلية المرشحين”.
ويعتقد السيد تيام أن “هذه الإخفاقات كان من المحتمل أن تعرض للخطر نزاهة الانتخابات وديمقراطيتها وشموليتها والتي كانت ستؤدي بالبلاد إلى الفوضى لو أجريت الانتخابات في 25 فبراير 2024”.
وأوضح أنه “أمام هذا الوضع، طلب الحزب الديمقراطي السنغالي تشكيل لجنة تحقيق برلمانية وقدم مشروع قانون لتأجيل الانتخابات لمدة 6 أشهر حتى 25 أغسطس 2024”.
وأوضح السيد تيام أنه بعد تعديلات النواب “تم التصويت على تأجيل الانتخابات الرئاسية إلى 15 ديسمبر 2024 من قبل الجمعية الوطنية بأغلبية كبيرة ”.
