النيجر… حقائق المشهد السياسي

تعتبر النيجر دولة مهمة في منطقة الساحل، وهي من الناحية الجغرافية تعتبر أكبر دولة في غرب أفريقيا. ومن الناحية السياسية فقد شهدت استقرارا سياسيا مقارنة بجيرانها في مالي وبوركينا فاسو. ومن الناحية الإقتصادية فالنيجر غنية باليورانيوم بنسبة 7 % من الإنتاج العالمي وهي نسبة ليست قليلة. ورغم ذلك، تشير الأرقام إلى أن 42% من سكان النيجروالبالغ عددهم أكثر من خمسة وعشرون مليون نسمة حسب آخر إحصائيات 2021 يعيشون تحت خط الفقر، أي أقل من دولارين في اليوم.
ففي 26 يوليو الماضي شاهدنا عبر الشاشات ووسائل الإعلام العالمية تنقل خبر استيلاء الجيش على السطة في النيجر إلى أن تم الإعلان عبر التلفزيون الرسمي من قبل المجلس العسكري في النيجرأنه تم الإستيلاء على السلطة وتعيين الجنرال عبد الرحمن تشيانتي رئيسا للمجلس العسكري الجديد. وهو خامس انقلاب عسكري في تاريخ النيجر منذ الإسقلال من فرنسا عام 1960. وإغلاق النيجر للمجالين الجوي والبري وبدء الدول الغربية في إجلاء رعاياها من النيجر لحالة الغموض الذي يكتنف الوضع في البلاد.
في هذه الأثناء تسارعت ردود الافعال الاقليمية والدولية حول ما حدث في النيجر وتعالت الأصوات المطالبة بإعادة الرئيس المخلوع محمد بازوم إلى السلطة باعتباره الرئيس المنتخب ديمقراطيا. ففي القراءات الأولية يبدو لنا أن إرساء قيم الديمقراطية ومبادئها بات مطلبا للدول الإفريقية. فالرئيس محمد باوزم وهو الرئيس العاشر للنيجر منذ الإستقلال سبق وأن تقلد مناصب في الحكومات المتعاقبة في النيجر من عضو للبرلمان إلى وزير الخارجية فوزير الداخلية وهو آخر منصب له قبل ترشحه للإنتخابات الرئاسسية وفوزه في الجولة الثانية من الانتخابات في النيجر ثم تنصيبه رئيسا للبلاد في 2 من أبريل 2021.
مساعي حثيثة بذلتها الإيكواس وهي المنظمة الإقتصادية لدول غرب إفريقيا لرأب الصدع وللعودة إلى الحكم المدني بإعادة الرئيس محمد باروم والتي بدأت بالتهديد بتدخل عسكري لاستعادة النظام وعودة الرئيس بازوم إلى السلطة الأمر الذي يراه المحللون أن الإيكواس اتخذ قرارا بشكل متسارع مع وجود فرص مواتية للحل السلمي.
ففي وقت قريب اعتبر المراقبون المنظمة الإقتصادية لدول غرب إفريقيا ( الإيكواس) من أنجح التكتلات الإقليمية في العالم بالنظر إلى ما تم تحقيقه من إنجازات ولو قليلة من ناحية التكامل والتجارة البينية بين الدول الأعضاء في التكتل والبالغ عددها خمسة عشر دولة .فبإمكان الإيكواس مع القوى الفاعلة تبني دبلوماسية القوة الناعمة للخروج من النفق المظلم الذي بات يؤرق الساسة في المنطقة وخاصة الأطراف الفاعلة في الأزمة وهي الإيكواس ، والاتحاد الإفريقي والأمم المتحدة وخاصة بعد خروج مالي وبوركينا فاسو وغينيا كوناكري من قرار الإيكواس وإعلان الدعم للمجلس العسكري في النيجر ولأن هذه الدول يحكمها العسكر.
رغم فرض عقوبات على النيجر من قبل الايكواس والإتحاد الإفريقي وكذلك فرنسا وألمانيا والولايات المتحدة ، نلاحظ جهود الوساطة لحل الأزمة في النيجر ومنه الإجتماع الذي دار بين وفد الإيكواس بقيادة عبد السلام أبوبكر الرئيس النيجيري الأسبق مع الرئيس المخلوع محمد بازوم مؤخرا لبحث الحل السلمي للأزمة والذي وصف مباحثاته في النيجر ب” المثمرة جدا” فضلا عن تشكيل وفد من مثلي برلمانيي دول الإيكواس ضمن المساعي الرامية إلى إيجاد حل سلمي.
من الأحداث المهمة في المسرح السياسي في النيجر إعلان تشكيل حكومة من المجلس العسكري مكونة من 21 مسؤولا وهي أشبه بحكومة تصريف الأعمال مع الإعلان عن فترة انتقالية مدتها ثلاث سنوات للعودة الى الحكم المدني ومحاكمة الرئيس المخلوع محمد بازوم بتهمة الخيانة العظمي الأمر الذي رفضته منظمة الإيكواس جملة وتفصيلا.
ومن المفارقات أيضا ما شاهدناه من خروج جماهير الشعب النيجري إلى الملعب الرئيسي في العاصمة نيامي تأييدا للمجلس العسكري مع ملاحظة صمت اصوات المعارضة والأحزاب السياسية في النيجر حول ما يحدث وخاصة أن باوزم وصل إلى سدة الحكم منذ سنتين فقط في انتخابات رئاسية شهدت منافسة قوية بعد انتهاء فترة رئاسة سلفه محمد ايسوفو والذي حكم لولايتين فقط تاركا المجال أمام الشعب لاختيار خلف له.
ربما تكون هذه النقطة هي التي أرقت المتابعين للوضع في النيجر وكذلك القوى الفاعلة حيث إن صناديق القتراع هي الفاصلة.

أسئلة قد تتبادر إلى ذهن القارئ أو المتابع للتطورات في النيجر، أين الأحزاب السياسية في النيجر وما دورها إزاء ما يحدث في البلاد؟ أم أنه كمت في حالات الانقلابات العسكرية يتم حل الاحزاب السياسية و البرلمان ؟ أين منظمات المجتمع المدني في النيجر؟
الوضع في النيجر بحاجة إلى تأن وتغليب لغة الحوار عبر الدبلوماسية لاستعادة الشرعية في البلاد.

المنظمة الإقتصادية لدول غرب إفريقيا
تأسست المجموعة الإقتصادية لدول غرب إفريقيا ( إيكواس ) في 28 مايو1975 ومقرها أبوجا – جمهورية نيجيريا الفيدرالية بهدف تعزيز التعاون والتكامل بين الدول في المجال الإقتصادي تحديدا ولتعزيز السلم والأمن بين دول المجموعة. وتربط هذه الدول علاقات ثقافية وجيوسياسية فضلا عن الموقع الجغرافي المتمثل في الغرب الإفريقي ويشكل مجموع سكان هذه الدول أكثر من 300 مليون نسمة واللغات الرسمية للمجموعة هي الإنجليزية والفرنسية والبرتغالية.
وتتكون دول المجموعة من 15 دولة وهي الآتي:
غامبيا
غانا
السنغال
نيجيريا
مالي
بوركينا فاسو
ساحل العاج ( كوت ديفوار)
بنين
توجو
ليبيريا
النيجر
سيراليون
غينيا كوناكري
غينيا بيساو
الرأس الأخضر

تتكون قطاعات التعاون والتكامل بين الدول حول : الطاقة – البنية التحتية – التجارة – الزراعة والبيئة – الصحة والشؤون الإجتماعية – المياه – التكنولوجيا – المجتمع المدني – السياسة – الإتصالات.

وتعتبر الإتحاد الأوروبي شريكا مهما للإيكواس في المجال التجاري فيما يعرف ب ( إتفاقية الشراكة الإقتصادية) والموقعة في 30 يونيو 2014 ومن بنود الإتفاقية منطقة تجارة حرة بين دول الإتحاد الأوروبي ودول غرب إفريقيا لنقل البضائع بين دول الإتحاد الأوروبي ودول الإيكواس.

الأهداف:

ترمي المنظمة إلى تحقيق التكامل الاقتصادي، وتعزيز التبادلات التجارية بين دول المنطقة، وتعزيز الاندماج في مجالات الصناعة والنقل والاتصالات والطاقة والزراعة والمصادر الطبيعية، فضلا عن القطاع المالي والنقدي.

الهياكل:
تتكون المنظمة من الهياكل التالية:
مجلس رؤساء الدول والحكومات، وهو أعلى هيئة سياسية وترجع إليه القرارات الكبرى.
المجلس الوزاري: ويطلع عادة بمهمة التحضير للقمم، وفيه يدور النقاش السياسي لمختلف القرارات في أفق إقرارها من قبل مجلس الرؤساء.
برلمان المجموعة: له سلطة تشريعية تتعلق بإقرار النصوص التي تصدر عن الهياكل التنفيذية، كما يُقرر في تعامل المنظمة مع الأزمات التي يشهدها أحد البلدان الأعضاء، ويرسل أحيانا لجان وساطة في أوقات الأزمات.
المجلس الإقتصادي والإجتماعي: له دور استشاري وصلاحية تقديم مقترحات تهم المشاريع التنموية المشتركة بين دول المجموعة.
لجنة المجموعة: أُحدثت في 2006 وحلَّت محل السكرتارية العامة، وتتألف من ثمانية مفوضين يضطلعون بمساعدة فريقٍ إداري يعمل تحت إمرتهم، بالعمل الإداري و الخاص بالمنظمة، ويُنسقون علاقاتها بالدول الأعضاء
