السنغال.. افتتاح أشغال قمة دكار 2 حول السيادة الغذائية
ويهدف المؤتمر المنعقد من 25 إلى 27 يناير الجاري في مركز عبده ضيوف الدولي للمؤتمرات في ديامينياديو، إلى الجمع بين الحكومات والقطاع الخاص والمنظمات متعددة الأطراف والمنظمات غير الحكومية والعلماء لمواجهة التحدي المتزايد للأمن الغذائي في إفريقيا.
ويمثل المغرب في هذا الحدث بوفد هام يقوده رئيس الحكومة عزيز أخنوش، ويضم على وجه الخصوص وزير التجهيز والماء نزار بركة، ووزير الفلاحة والصيد البحري والتنمية القروية والمياه والغابات محمد الصديقي، والرئيس المدير العام لمجموعة المكتب الشريف للفوسفاط مصطفى التراب، ورئيس الاتحاد العام لمقاولات المغرب شكيب لعلج، والمدير العام لصندوق “إثمار كابيتال” عبيد عمران وسفير جلالة الملك في السنغال حسن الناصري.
وترأس حفل افتتاح النسخة الثانية من قمة دكار الرئيس السنغالي، الرئيس الحالي للاتحاد الإفريقي، ماكي سال، بحضور رئيس مجموعة البنك الإفريقي للتنمية أكينوومي أديسينا، ورئيس مفوضية الاتحاد الإفريقي موسى فقي محمد، بالإضافة إلى العديد من رؤساء الدول والحكومات وممثلي المنظمات الدولية.
وتأتي قمة “دكار 2” التي تنظمها مجموعة البنك الإفريقي للتنمية وحكومة السنغال ومفوضية الاتحاد الأفريقي، عقب القمة الأولى التي عقدت في عام 2015، والتي حددت معالم استراتيجية الغذاء في إفريقيا (استراتيجية التحول الزراعي في أفريقيا 2016-2025).
ودعا الرئيس السنغالي في كلمة الافتتاح، بالخصوص إلى إفريقيا ذات سيادة، وجعل هذا الحدث قمة للعمل لرفع التحديات التي تواجه القارة الإفريقية.
وتميز حفل الافتتاح، أيضا، بقراءة كلمة للأمين العام للأمم المتحدة، انطونيو غوتيريش، موجهة للمشاركين في هذه القمة، وكذا كلمات لرئيس مفوضية الاتحاد الإفريقي، ورئيس البنك الإفريقي للتنمية ورئيس جمهورية إيرلندا، ميشال هيجينز.
وخلال قمة دكار 2 سيسعى رؤساء الدول والحكومات الأفارقة لحشد الموارد على مستوى الحكومات وشركاء التنمية والقطاع الخاص من أجل استغلال أفضل للقدرات الزراعية والغذائية لأفريقيا، وبلورة مبادرات ملموسة في هذا الاتجاه لتعزيز السيادة الإفريقية في مجال الغذاء.
كما ستلتزم الجهات الفاعلة في القطاع الخاص خلال القمة بتطوير سلاسل القيمة الحيوية، وفق ما أكده البنك الإفريقي للتنمية في بيان، مشيرا إلى أن محافظي البنوك المركزية ووزراء المالية سيولون مهمة تطوير ترتيبات التمويل لتنفيذ ميثاقات توفير الأغذية والزراعة، والعمل مع وزراء الزراعة، وكذلك الجهات الفاعلة في القطاع الخاص، بما في ذلك البنوك التجارية والمؤسسات المالية.
ونقل البيان عن رئيس مجموعة البنك الإفريقي للتنمية قوله ” ندعو إلى تحالف عالمي للجهود في جميع أنحاء إفريقيا لإطلاق إمكاناتها الزراعية الهائلة لتصبح وجهة عالمية لمواجهة النقص المتزايد في الإمدادات الغذائية في العالم “.
ويتضمن برنامج القمة موائد مستديرة وجلسات عامة رفيعة المستوى ومناقشات لتطوير “اتفاقيات الإمدادات الغذائية والزراعية” لكل بلد.
ويركز جدول أعمال القمة أيضا على تعبئة الالتزام السياسي رفيع المستوى حول الإنتاج والأسواق والتجارة لتنفيذ مبادرات واتفاقيات تسليم مواد الأغذية والزراعة لعدد من البلدان، وتعبئة وتنسيق الموارد الحكومية وشركاء التنمية وتمويلات القطاع الخاص في هذا الإطار من أجل تحقيق الأمن الغذائي على نطاق واسع في كل بلد إفريقي.
ويهدف هذا الإجراء إلى تبادل الخبرات الناجحة في مجال الأغذية والزراعة، ومضاعفة الإنتاجية الزراعية من خلال التقنيات المتطورة وتربية المواشي وتربية الأحياء المائية والخدمات الاستشارية المستجيبة للمناخ، ودعم البحث والتطوير في التكنولوجيات الزراعية المقاومة للمناخ، وتطوير البنية التحتية واللوجستيات الضرورية خاصة لبناء الأسواق وسلاسل القيمة الغذائية والزراعية التنافسية.
وحسب بيان البنك الإفريقي للتنمية فإن 828 مليون شخص على مستوى العالم يعانون من الجوع، من بينهم 249 مليونا في إفريقيا، أي ثلث عدد الجياع في العالم.
وعلى الرغم من توفرها على 65 في المائة من الأراضي الصالحة للزراعة المتبقية لإطعام 9 مليارات شخص في العالم بحلول عام 2050، فإن إفريقيا تستورد أكثر من 100 مليون طن متري من الغذاء سنويا بتكلفة 75 مليار دولار.
وبحسب البيان فإن إفريقيا لديها القدرة على أن تطعم نفسها وتساعد في إطعام العالم.
