مزودو خدمات تحويل الأموال يحذرون من مخاطر الضريبة الجديدة على “الموبايل موني”
حذّر الإطار الدائم للتشاور لمزودي خدمات تحويل الأموال (CPCP)، يوم الأربعاء، من التداعيات الخطيرة للسياسة الضريبية الجديدة المفروضة على خدمات الموبايل موني في السنغال.
وفي بيان صحفي، أكد الإطار أن هذه الإجراءات قد تُحدث اضطرابًا كبيرًا في قطاع لا يزال هشًّا، رغم مساهمته البارزة خلال السنوات العشر الأخيرة في جعل السنغال نموذجًا إقليميًا في مجال الشمول المالي. وأضاف أن تعميم خدمات الدفع عبر الهاتف المحمول مكّن ملايين السنغاليين من الوصول إلى خدمات مالية كانت في السابق بعيدة المنال، وهو مكسب مهدد اليوم بما وصفه بـ”الضرائب المفرطة”، التي قد تثني المستخدمين وتضعف قدرة الفاعلين الميدانيين.
ودعا الإطار السلطات السنغالية إلى إعادة النظر على وجه السرعة في هذا القرار، مطالبًا باعتماد مقاربة تشاركية شاملة تجمع كل الأطراف المعنية: الدولة، شركات الاتصالات، مقدمي الخدمات المالية، وممثلي المستهلكين.
كما شدّد البيان على ضرورة إنشاء آلية حوار فعّالة تضمن حلولًا متوازنة ومستدامة، تحفظ مكتسبات القطاع وتلبي في الوقت نفسه متطلبات الدولة المالية.
وفي ظل الدور المتنامي للاقتصاد الرقمي في التحولات الاجتماعية والاقتصادية بالبلاد، نبّه الإطار إلى مخاطر حدوث اضطرابات واسعة إذا لم يتم التوصل سريعًا إلى تسوية توافقية، داعيًا إلى تعبئة جماعية بروح المسؤولية خدمةً للمصلحة الوطنية
