مبادرة برلمانية لتحديث النظام الداخلي للبرلمان السنغالي
تم تقديم مقترح قانون أساسي جديد في بداية هذا الأسبوع. للمناقشة يهدف إلى تعديل واستكمال النظام الداخلي للجمعية الوطنية. وتهدف هذه المبادرة، التي قام بها مجموعة من النواب من بينهم إبراهيما جوب وسيرين أبو مباكي تيام ، ونفيسة جالو ، إلى تحديث اللوائح بعد استعادة منصب رئيس الوزراء.
وفي 20 ديسمبر 2021، صدر القانون رقم 41 لسنة 2021 بتنقيح الدستور، والذي قضى بإعادة العمل بمنصب الوزير الأول. ويتطلب هذا التعديل الدستوري تحديث اللائحة الداخلية للبرلمان لتعكس التغييرات المؤسسية والتنظيمية الناتجة. وبموجب المادة 60 من اللائحة الداخلية، يتمتع النواب بإمكانية تقديم مقترحات قانون عضوي للفحص، وفي هذا الإطار تقع هذه المبادرة.
الهدف من مقترح القانون الأساسي هذا هو تكييف اللائحة الداخلية للجمعية الوطنية مع الواقع المؤسسي الجديد الناشئ عن استعادة منصب رئيس الوزراء. ويتضمن ذلك بشكل خاص تعديل الإجراءات التشريعية وآليات الرقابة البرلمانية لتأخذ في الاعتبار الهيكل التنفيذي الجديد.
